The MoD always reacts by doing all it can to avoid it's responsibilities, it's never proactive. They will try to drag things out hoping the individual will die or the group will shrink to a point it no longer becomes cost effective for them to resist.
Veterans are entitled to submit claims any time they want as often as they want.

"He began to suffer from angina and has since been diagnosed with post-traumatic stress disorder. He went on sick leave in August 2007 and is on half-pay."
"He is now suing the MoD for disability discrimination, on the grounds that the stress of what he was being asked to do effectively made him disabled. He will attend an employment tribunal later this year."
^^ Note: Employment Tribunals are ignorant of PTSD and its complications, won't give a flying fcuk if you're in hospital attached to a heart monitor and too unwell to sing to their timetable. In addition, don't expect them to make any reasonable adjustments or respect your privacy. I intend to write more on the failings of the Employment Tribunal system at a later date.
